Nobody is hungry enough to eat those cinnamon rolls. More seriously, you cannot just walk out the door and give an unwrapped pastry to a "hungry person". Like, would you eat food from a stranger that came to you in this way?

Or they could trade the food away for drugs or sex to somebody even worse off than they are. I mean, who knows? So you might as well give them the cash and let them spend it on food they enjoy, or soap, or new socks, or, yeah, drugs and alcohol.
