In MA, Medicaid insureds have a choice of what plan they want, and different plans pay providers differently. So, if I have a Medicaid patient who has MassHealth Standard PCC (which comes with MBHP as the behavioral health carve-out), I get paid more for seeing them than if I see a Medicaid patient on Neighborhood Health Plan (which comes with Beacon Health as the behavioral health carve-out). When the article talks about what "Medicaid pays" I have no idea what they think they're talking about, since that's, to put it in comp sci terms, an array not a scalar.
