They have, for nearly thirty years. The only reason I mention it now is because the risk of an ICBM exchange is lower now than ever.

However, battlefield nukes are another matter. Those weren't really a thing back then, so unless someone is keeping up the good work (and I'm so far out of the loop I have no idea) any nuclear exchange is going to be localised.

Also, by my analysis, Russia wouldn't be trying to turn nuclear power plants into dirty bombs if they had a reliable nuclear arsenal. I think their nukes have rusted into uselessness.
