I think Gibbs at least takes the view that they're lawyers, at best they're neutral at worst they're evil by nature.

Given the U(?)ST between Gibbs and M. Allison Hart, despite her working for Col. Bell, I think "frenemy" is more apt than "evil". The end of that arc is when he writes Rule 51, "Sometimes you're wrong", on the back of Rule 13, "Never involve lawyers".
