Re Finn, a thought popped into my head. Try a vegetable oil that isn't poisonous to dogs, and the kind of lice comb used on humans. The oil should soften the paint enough for the comb to scrape it off.

Did Finn smack his tail into something not yet dry...? I knew at least one dog (a big lab, so a bit different) who got paint in his tail due to an unfortunately-timed wag.

Depends on type of paint. If it's latex/acrylic and he doesn't mind water, you can soften with water then comb out or peel off. Also, undercoat rakes are made up of semi-sharp blades to break through mats, so one might also help break through paint.
