When we say "Happy New Year", are we saying "Have a happy holiday" or are we wishing that the entire new year is happy?

I think of it like "Happy Birthday", in that you're marking that another year of your life has gone by, and wishing that person all the best in the year to come.

I always thought it was a bit of both, although i think maybe it depends on when i'm giving/receiving the greeting?

I feel like in some ways we reached rock bottom in 2016, some maybe this year will be on the upswing. *crosses fingers*

The latter. We say "Happy New Year" at the end of the month-long holiday season, when we're done (or almost done) making merry, and are ready to get on with the work of the new year.
