Because Public Schools in NYC most definitely do *not* cost money (outside of taxes), and I've never heard of anything so absurd before.

so if schools are charging a supplies fee, it doesn't cover much.

We don't do that in NYC. Students are expected to bring their own supplies, usually bought off a list given out at the beginning of the year/term or just "common sense" (paper/pens). Only a few classes have fees, things like labs and such.

ah, okay, that makes a little more sense then. she teaches in one of the schools where many of her kids' families can't even afford things like that, for whatever reason.
