They *have* to say "alleged" until there's a conviction. *sigh*

"Possible" is a somewhat different thing. There it's more a matter of deciding if the actions meet the criteria for the law.

Also: I think they only need to say "alleged" if there's an identified suspect, but in this case it seems pretty random: no "alleged" for the first named suspect, "allegedly" for "that individual," which is about as generic as a description can possibly be. (I know why they say alleged, but I'm not sure the person who wrote that story does.)
