I don't know, but my gut assumption is it's code for "new atheist". Which, as an atheist, I feel obliged to point out means they're not any more likely to actually be rational in general than anybody else.

Just for a bit of a twist, my brother is somewhat involved in the Rationalist community, and he is a Christian. But I think your assumption that rationalist and atheist usually go together is correct.
