Oh, they're very illegal in NYC too! But people do seem to manage to get their hands on them, because state and municipal laws vary and nobody is stopping all incomers to make sure they're not smuggling explosives.

Most jurisdictions have rules about loud noises after a certain time of night. Usually it's around 11pm, I think?

I tend to assume anything after 10pm is pushing it, unless I'm in an area full of elderly in which case I'll probably knock it back to....8pm or "when it's dark" whichever comes first, lol. My late grandmother always went to bed early, and was always up early too.

Technically the noise code is in enforcement at all times, but you'd have to be a real jerk to call in a noise complaint to 311 at, say, noon.
