Of course, things wouldn't be this bad if there were any legal ways to sell the stuff. Not that I particularly want people selling cocaine legally, but since they already are selling it *illegally*....

Great discussion at ozarque.livejournal.com a few years ago on this. Ozarque finally told us that the official names for this style are 'direct' and 'indirect'. After I and others had pointed out that 'guess' is not how we 'indirect' people describe what we do. 'Guess' is a negative
name put onto us by the 'direct' people. We are not guessing at all. We are communicating among ourselves in a very efficient, polite, and exact way.
After we had been referring to the difference as 'Ask' vs 'Hint' for a while, some of the 'Ask' people got the point.

I think it was http://ozarque.livejournal.com/460974.html#comments
but it's hard to get LJ to show all the comments.
There was further discusssion in later entries of the fact that some Ask people never did adopt the new term!
-----------------
Fwiw, here's my basic search, with some related entries it found, though it took a different search string to find the entry that began it all.
I entered site:ozarque.livejournal.com "Hint Culture" into Bing's search box, and read backwards from there.
http://ozarque.livejournal.com/463460.html
http://ozarque.livejournal.com/463352.html
http://ozarque.livejournal.com/462554.html
I got all the way back to http://ozarque.livejournal.com/458025.html without finding more on Ask/Hint, though there must have been more further back, since the concepts are referred to in the entries above.
Entering the same string into Google's search box, I got several entries, but not the really big one where we Hint people simply began USING the terms 'Hint/Hinter', etc without any meta introduction, and let the other people figure it out.
Maybe I need a different search string.
