conulyI have no idea how old her youngest child is, but if he's in high school he's bound to be older than 12. Kids that age go out and about by themselves all the time. They pretty much have to!
The cop might technically be correct that they need a permit to perform in Times Square, because it's so busy, but it's clear reading this that he doesn't care except to throw his weight around.
