Is fanfic writing often that spectacularly bad?

Some of it. Probably most of it.

However, the beauty of fanfic (especially Harry Fucking Potter fanfic) is that there's so very much of it that you can can easily avoid the bad stuff and move on to good. No matter that the bad will always outweigh the good, there's still a lot of good (even *very* good) fanfic out there, just because there's so much of it.

And you should note that this really-bad-story was almost certainly written to be a really-bad-story. I find it hard to believe that somebody came up with something so atrocious by accident. (Plus, the spelling is beautiful, whereas most bad fanfic has equally bad spelling to go with it.)
