In OotP, we know that people who are in more than one picture can, in their picture-self, travel between pictures. They can leave Hogwarts, say, and visit the Black house. Additionally, there is some ability for movement within the pictures of a building, however that's defined.

Albus Dumbledore kept saying he was happy so long as they "didn't take him off chocolate frog cards!" Is that possibly because his picture-self, by virtue of being on these cards, was able to spy on the entire wizarding world that way?

I can just picture it... Voldie's secret headquarters....

Crabbe: (munching on a chocolate frog) Hey, Goyle? Y'got this one yet?
Goyle: Oh, Dumbledore? Nah, I've got like a million of 'em!
Nagini: ssssssssss...
Voldie: Fee, fie, fo, fum, I smell... YOU FOOLS! CRUCIO!

That makes so much sense that I am almost certain it will not turn out to be the case.

Ditto. That's almost certainly true.

However, I always like to think each picture has a different level of magic. Like, portraits are actual picture 'selves', but chocolate frog cards and photos in the dail profit are mere shadows stuck in something approximating behaviour.

That's what I like to think, but knowing JKR, I think I'm wrong.

That is a highly amusing scenario! I wish I could remember where he mentions not wanting to be taken off the chocolate frog cards - I don't remember that at all. (Also, I have no HP books with me.)

It's where the Weasleys are telling Harry about all the stuff against him and Dumbledore in the Daily Prophet. They tell him he was removed as president of some wizarding organization and that they're considering revoking his Order of Merlin, and then one of the twins says "But Dumbledore says he doesn't care what they do, as long as they don't take his picture off the chocolate frog cards!"

I was just thinking the same thing last night because now they make "chocolate frogs" (the cards are holographic, so they sort of move) and my husband bought me one as a silly little surprise.

Hmm. This isn't the first time I've read this theory, or derivatives of it, but I'm not convinced. Portraits and photos don't seem to hold the same status in the world. Have we have seen people in photos visiting each other? Leaving their frames, sure, but not actually visiting. So I *like* the theory, but I'm not yet convinced it's true.
