No, it's just messy to allow the new journal creation and the code for it doesn't exist yet. That's why they don't like to discuss the rename option, because it's kludgey.

A lot of user names will be purged soon.. and if they did allow users to create new accounts with those names, LiveJournal would go through the worst hoarding experience.

I'll keep it in mind, although I planned on renaming to my other journal ([livejournal.com profile] paranoidiot) if I even felt like pitching in $15. :\ Decisions, decisions..
