Why, exactly, did they show him "inducing" OCD traits in this toddler? Is that even possible? If the kid is going to separate his food, or prefer his pants to be both pulled down, isn't that part of who he is instead of obviously caused by living with somebody who's a bit strange?

And he could've so taken care of the baby. Okay, I can understand why they didn't do that, and I'm pleased that they resisted the temptation to add a cute little kid to this show, but that's not the point.

I don't think OCD or OC personality traits can be induced, but I do believe that OC behaviors can be induced. People do have a tendency to be picky about things they were trained to be picky about. For example, I still react badly to shoes on beds, since I was raised to believe that was completely unacceptable. Had I not been, I probably wouldn't care much unless the shoes were particularly dirty.

I haven't seen the episode, so I don't know the details. But it's pretty easy to get toddlers to display various behaviors - well, depends on the temperment of the toddler. But if you teach a toddler that this is the way to do it, they will often do it that way. They're very guillable.

Actually, I think the implication was that he preferred his pant legs to be even, not that he wanted them to cover his legs entirely. Monk has a thing about evenness.
