In my suburb/local council area

the FOGO bin (Food Organics, Garden Organics) 240 litre [63.4 gallon] bin is collected every 7 days.

FOGO is for:
kitchen scraps and food leftovers including bones;
the tiny remains of cakes of soap;
weeds;
small branch prunings;
lawn clippings;
dog poo;
cat litter;
human hair;
brown paper food bags if dirty (and if not coated with any kind of plastic coating). So, the brown paper bag your croissant came in, as long as it gets soggy if you get it wet.

Basically anything that will compost when wet and high-pressure aerated with electrically powered air blowers.

Hasn't made much of a difference re:rats tho, rats here thrive on
a) getting into people's chicken coops and eating chicken feed
b) eating oranges and other fruit off people's backyard fruit trees
c) eating passionfruit off people's backyard passionfruit vines.

The other thing that contributes to rat problems is rat poison - if people use a rat poison that kills owls/other predatory birds through secondary poisoning, there are no predators left to eat the rats.
