Probably waited for long enough so that nobody could criticize him for being "soft on crime," or other similar such, which is silly, but seems to be one of those phrases Democrats are deathly afraid of.

There seems to be an orthodoxy among Democrats that they can't get elected by appealing to Democratic voters, so they have to at least seem anodyne enough to Republicans to get voted for by them, even though what that usually does is alternate the Democrats and get them laughed at by the Republicans.
