I really don't think he can. A life of extreme privilege doesn't force one to develop the ability to care - or even pretend convincingly to care - about others. So he never has.

I'm beginning to wonder if he's trying to lose. (We can only hope.) (Because some of the alternative explanations are pretty scary, because even if he loses he's in office until Jan. 20th)

They're still suffering effects from the flooding before. I think it was last year when large swaths the Midwest were underwater for ages, and it was destroying farming for those who were underwater and then also for those who had the rails and roads between them and market underwater.

I believe some federal funding is available to them now, yes. But it is ridiculous how hard it is to know that - I say this as a Californian who has seen the Trump admin play chicken with disaster funding several times already...
