Law and order means that people follow the law - or, at least, that if they break it they do it for some better purpose than to simply increase their own wealth and/or power over others.

If the people at top break the law with impunity, then you do not have law and order. You have criminals running a police state.

Don't use the terminology of liars and hypocrites.
