This stupid sink

conulyI can't fix the drippy faucet until I turn the water off. THE WATER REFUSES TO TURN OFF. I found the cut-off, but it won't turn, and I'm starting to worry about breaking it there, which would be worse. How bad an idea is it to just turn off the water to the entire house to replace that one leaky washer?
