Actually, hasn't Klingon now passed the six tests for a "real" living language? There are now fully bilingual children in the world, which was the sixth and final... (nope, can't remember the others, other than some idioms dependent on region and commonly used in everyday situations...)
It's still a conlang. Doesn't matter if it's got native speakers or not (and those native speakers no doubt are impoverished because they only speak the language at home), it's still a constructed language.
