Santa Monica is in the news.

And now they're fixing their parking meters so that you can't just use the free time on a meter to park for free.
This is because they're big old meanies, I'm sure. And it's just busy busy busy all the time making babies cry, or whatever else they do down there :P
(Some people in the latter article accuse them of fixing the meters just to make more revenue. Well, honestly, it's that or raise taxes. Do they NEED the extra revenue?)

The ban was probably the least obviously worst option.
