So...wouldn't people just start driving around, looking for the cheapest parking that still gets them reasonably close to their destination?

Also, save for business formal things (where walking the streets in a formal suit isn't really practical, nor probably the best idea for presentation; and even then, how many people do that on a daily basis anyway in places like NYC?), what's wrong with walking half a mile? It's only half a mile, and in an area that I assume is pretty pedestrian friendly?
