One part of that is to try to avoid creating people who don't have someone who actively wants the caretaker role and is capable of taking up that position. Other parts of that solution involve better health care, better methods of distributing food, vaccinations, education, etc. It's a difficult problem, but rounding people up and killing them is obviously of no help whatsoever.
