The "small is better" thing isn't just about small schools, it's about low student:teacher ratios. If the school has 4,100 students and 410 teachers, then you have a really good ratio (10:1), but if you have 4,100 students and 10 teachers, then you're hurting your students (simplifying, I know, since high school teachers don't teach the same students all day, but you get the idea).
