Quite honestly, she sounds very rude. So does the mother. Her response, were she respectable, would be "we don't say shut up" and then ask to whom it was directed.
What would have been cute was if another child was there, and told that little girl "We don't say "shut up". Its not nice to tell people to shut up!". :-/
