It isn't necessarily true that crossovers between the three primary Whedonverses are prohibited. Actors can play different roles in the same universe: the most egregious case is probably that of Jerry Orbach, who portrayed a defense attorney on Law & Order one season, and began his long stretch portraying Lenny Briscoe the next season.

Another example is the actor who played the assistant principal on Boston Public but who is an obnoxious judge on Boston Legal even though the actor who played his boss the principal has been the same character on both shows.

(There're two examples in the current Whoniverse, too, characters played by Eve Myles and Freema Agyeman.)
