Yeah, Jayne is loyal first and foremost to Jayne... But the thing you have to keep in mind is he's also loyal to whomever he's working for. Until another, better deal comes along. So, for so long as he's working for Mal, he's loyal to Mal.

He honestly didn't think turning in Simon and River was a betrayal of that trust. He would never have done that to any of the rest of the crew... he saw the two of them as dead weight. He probably thought he was doing Mal a favor.

And it's not so much scaring him into being good... as paying enough for his loyality. -_^
