Man, people on LJ sure are whiny.

Then it's "Um, yeah, but it's not speshul enuff!"
Then it's "WAIT! I WANT MORE ICONS TOOOOOOO!"
Now it's "But my account isn't speshul anymore!" and "OMG! We who don't do anything to support the site, not even paying for an account are the ones keeping it afloat! We want more icons too!"
Because nobody, I mean nobody has heard that you get what you pay for. You pay for a permanent account with 100 icons? That's what you get. You don't lose anything by having LJ keep the promise they made to those other whiners (I'm happy about the change, but I wasn't whining for it). You don't pay for a paid account? You don't get paid benefits. One would really think that was basic.
And being a free user is not the same as keeping the site up. You're costing tiny amounts of money by your sheer existance, and not throwing any back into the pot. (So says the girl who has yet to pay for anything on LJ, but subsists on the kindness of not-really-strangers, and the PAF, but that's beside the point.)
And, really, whining? I don't know if that's going to help. I mean, it might, but if people whined at me like the whining the poor
news comm gets all the time, I'd lower their icon quota just out of plain spite.
Whining is annoying. And it's stupid. And it's counterproductive, because nobody likes a whiner, and there's very little as stubbornness inducing as listening to somebody whine about how they neeeeeeeeeeed something they really don't need. Whining because you're starving to death? Justified. Whining because you neeeeeeeed more icons? Hah.
Of course, I whine all the time. But you'll note that I don't get anything out of it, and I don't expect to.

Notice that most of the people that tend to be paid users are ones with large flists? Eliminate all the users they're here to talk to -- the majority of which are 'free' status -- and they'll end up going elsewhere to find them, which equates to lost income for LJ.
You might be tempted to complain if you didn't have people paying for an account for you, as you said. :)
