It capitalizes a lot of words oddly, not just "we."

It's the pattern used for book title capitalization. It looks funny and a little stupid on the billboard, but at least it's a standard capitalization system. The system is you capitalize the "important words" - which is a little debatable, obviously as to which words are important, but most people will capitalize a book title in the same or very similar way.
