but you shouldn't ignore somebody who's outside at 11:30pm, sobbing on the ground in the rain.

And indeed I did not ignore her, but everybody else was studiously looking the other way. (She declared that she was fine and did not need me to call anybody. I don't know if I believe that she was fine, but she got up and walked to the bus stop and didn't stagger as she did so, so okay. Also, I saw as she stood that her phone was clearly working, so she really didn't need me to call anybody.)

Yeah, I'd definitely not feel the best about leaving someone like that without at least making sure they are physically okay-ish, unless I have valid reason to believe I'd put myself in harm's way by approaching (which wouldn't likely be the case where I live).

The trick is to come close enough to talk to them, but not so close that either you feel in danger or, just as bad, you are looming over them and making them feel in danger.

People do find it difficult but (many many years ago, long story) I was the person crying, albeit in the railway station in the afternoon... and the two women who separately asked me if I needed help made such it so much easier to pull myself together.
