I decided what made most sense to me was if, in principle, people of any gender could be monarch, but it happened that a majority of monarchs and all current princesses were female in the continuity they decided to make a show about :)
Come to think of it, I'm not sure how the rulership works? It seems that Glimmer's parents are king and queen, but the other places are sometimes ruled by a Princess (a Princessipality?), but often either the Princess is still young (parents dead or lost in war?), or the rulership is a bit defuct but the Princess is the extant scion. Eg according to a wiki Mermista is the ruler but her father "retired", maybe he kept the title out of courtesy? I'm not sure if they've specified what the status quo is (which may be sensible!) :)
