It's a rumor that he has Parkinson's and is resigning, but that comes from the post, which is a tabloid. It may or not be true, but again: No facts. They are making legislation to protect him from prosecution if he does resign, which likely started the rumor.

One of the questionable tabloid-esque papers broke a story about it Thursday night, in between Destiel and Georgia flipping. (I'm still surprised Twitter didn't actually break.) I'm not sure there's been any actual verification of it, and I think Russia may be denying it.
