If they're going to be like this, they ought to be fired. Or, if that's not a viable option, then they definitely should be encouraged to just quit the PD entirely. "We're resigning from this squad because those guys were just following orders" suggests that you think "just following orders" is a good reason to do a bad thing.
And just a note? These 57 Buffalo officers, and thousands just like them, swear that they're the good guys, that all cops are the good guys except for a few bad guys, but they're the GOOD guys. Well, if they're going to excuse away bad behavior then they're not.
