I've seen speculation that the script said the ban "will not apply" and because he's incapable of doing anything correctly, he said "will not only apply" and then just rolled with it.
Certainly par for the course for him to not back up and correct himself. And also for him to do something entirely ineffective while posturing it as doing something tough.
