What do they mean "until now?" When I was getting insurance through an employer 15 years ago, there were limited enrollment periods. When I bought my own insurance with COBRA, there were limited enrollment periods. When I qualified for Medicare, there were limited enrollment periods.
If an individual did something that made them eligible for a different kind of health insurance (like if they qualified for medicare, or became unemployed, or moved, or had a baby) they had a month or so to enroll in a new plan if they wanted. But otherwise there was a short "open enrollment" season, and if you missed it you were stuck.
(The article doesn't seem to have known about that, just as it doesn't seem to have noticed any publicity about the ACA open enrollment period having a time limit. But they do acknowledge that individuals whose life circumstances change can enroll before the next open enrollment season in 7 months.)
