Unrelated to the title and the main thrust of the post, I completely get Pictures of Hollis Woods. There are more gripping books about foster care, but they either are dated (Gilly Hopkins), are from the viewpoint of somebody other than the foster kid (Kinda Like Brothers), or the viewpoint characters have been much more traumatized and badly affected than most of the readers in the intended audience (Forever, Or a Long, Long Time), so Hollis Woods is a pretty solid choice there. If, I mean, your classroom library can only have one book involving foster care at all.
