You seem spot on on most of that. Except that I'm not sure a registry makes a distinction between "sex offender, and also really bad people to have around for any other reasons you care to name" and "sex offender, and actually appears to be rehabilitated, though of course we like to keep tabs etc. etc. etc."

What we've got right now, which really pisses me off, is that instead of research into effective treatment (as you've noted) and money to help treat people (as you've noted), we've got research into making vigilante justice more... uh... vigilante. Which doesn't work, and I've said this all before.
