Yes, it is. I first heard of it through Bowser the Hound in the stories of Thornton Burgess (Mother West Wind etc.). My mother used to read those aloud to us. No explanation comes up via google - just that it's a 'strong, vigorous' name, but I think it might have because of bow-wow.

I'm disappointed that Felix for a cat isn't an ancient name for a c at (it was the cartoon..), as calling a felis catus 'happy or fortunate' is a nice, hopeful, pun.

Turned out it was yesterday's puzzle!  The clue was 'Classic pet name', and the answer was Fido.  I was initially undecided between Spot and Fido, but the cross-clues made it obvious very quickly.
