I've seen a bunch of chili crisp recipes! It doesn't look difficult, but does involve heating a lot of stuff in a lot of oil. Uses whole dried peppers, generally several kinds, not the flakes.

Lao Gan Ma chili crisp is $3.99 at Target (7 oz jar), ships free with $35 order. Momofuku and other brands are much pricier.

If one used bigger dried chilis, it would maybe be possible to seed them first. I’m not convinced that a sieve, assuming the right size is even on hand, is going to work well. The Chinese ones are so small, seeding first would be frustrating.
