Those are two different dogs, and no.

Actually, we saw cute balcony chihuahua on the ground the other day! Ran right up to Moonpie, who acted like a mature and responsible dog and nobody's head got snapped off! She's getting lots better at this whole socialbility thing!

Yes, reading it I was struck by the fact that life, yet again, validates my firm belief that the more you hear a fact without ever hearing any sort of attribution, whether or not you've actually asked for that attribution, the more likely it is to be less of a fact and more total bullshit.
