I don't get it. If they're canceling the pilot program to allow residents to keep backyard chickens because only two people took advantage of it, couldn't they make an exemption for ONE of those two families? People get variances for things all the time! But I'm a bit biased. Forget the autism, I just hate to see people have to give up their pets.
