One of the Baby Bushes wore a Flag dress to some ceremony too. Yes, I believe it is against the flag code, but I think that was narrowed to meaning that you can't take an actual flag and turn it into clothing, not that you can't wear something with a flag image on it.

Is it? I remember reading somewhere it was law, but wondering why that was never enforced. That would make much more sense.

I don't think it was ever law. If it was, that was overturned in the Supreme Court decision that ruled that flag burning was free speech.
