I’m not entirely sure where this book is going

but I am certain that the lieutenant’s eyes are not lambent.

Somebody needs to remove that word from the word a day calendars, I swear. Replace it with uxoricide or inchoate.

Do you really want your lieutenants to have inchoate eyes?

but possibly the lieutenant is from an alien race whose eyes glow in the dark?

Without reading the full passage, my guess is that they are probably trying for the second, lesser known, figurative definition?

1. Literal Light: Flickering lightly over a surface (like the dancing flames of a campfire) or shining with a soft, gentle radiance (like a starry night sky or a candle in a dark room).

2. Figurative Expression: Marked by intellectual brilliance or lightness, particularly humor and speech that is clever but never cruel.
