A note from the armpit of the US
1. Gov pulled it from the general election last year and made it a special election
2. It had an addendum that included automatic expungement of criminal records
3. The "medical" licenses are laughably easy to get, but do cost. So right now if you have $300 you can legally enter the market, if you don't then you remain a criminal.
IMO it failed due to Oklahomans being very comfortable with a two-tier payment based justice system and disliking that (majority POC) criminals would get automatic expungements instead having to pay and file. The only reason to vote yes was if you were a business owner who wanted to benefit, you wanted the state to have more money to mismanage, or you cared about justice reform. Not very much at all to do with opinions about marijuana.
