We cannot afford to rip out our floors and install radiant heating.

We also kinda can't afford to fix all the radiators.

But what we might be able to swing is local heated mats that go on the floor, under a carpet.

Does anybody have any recommendations for these, either room sized or "just under the desk" sized?

I do not know this technology.

I know about the importance of keeping pipes from freezing, and that they can be more tricky than people.

Just under the desk sounds more like a plug in heater or a foot dog.

I'm sitting with my feet on one like this - https://tinyurl.com/y4gwrb9l - right now. I've been using it for several years now, and I swear by it for keeping my feet warm while I'm at my desk. When my feet are nice and warm the rest of me stays warmer too. I also use a hot water bottle when I'm sitting on the bed.

I have a large heating pad under a sheepskin rug at my desk. It's like a tiny kotatsu for my feet.
