That should be "non-combat deaths".
Non-combat deaths are deaths of military personnel who were not engaged in combat at the time (usually they have to be in a non-combat *zone* as it's too easy to get killed by the enemy in a combat zone as your first clue that combat is occurring).
Non-combatant deaths are deaths of people who are neither soldiers nor "insurgents".
Basically, folks who shouldn't have died.
Thus I was expecting a *very* different article. Likely one about investigating deaths from drone strikes.
