The Swedes seem to be particularly pacifier-tolerant - it's not uncommon for kids to be walking around with a face-plug long after they've got a mouthful of teeth. I had one little boy, he was 3 and had no English at al when he first came to my class; within a couple of months his English was more fluent than his Swedish, because I only allowed binkies at naptime, rather than all day long. Hard to learn to talk with a hunk of plastic always in the way!
