My experience with brooms is that they get rigid and ragged and end up dumping about as much dust as they sweep up. :/

Supposedly the old [truer] form of the saying was "A new broom never sweeps clean" which from my experience with brooms is absolutely true. It got warped and commandeered by the political brigands into "a new broom sweeps clean" for the purpose of anti-incumbent campaigning.
